changes to rules execution need more work in version 16. I am on the beta for version 16 and the changes to the rule manager have significantly changed our workflow for the worse so I would like to request some changes to make it better.

1. It used to be that if you had a rule based on a patient alert, it would actually show the patient alert note in the pop up, however, now you have to click on the view button to view the note. As a result, some people are going to fast and missing this step and not seeing the note. Things are being missed because of this extra step

2. It used to be that when you had a rule based on the criteria open an encounter, it was based on any encounter. Now it is only based on unsigned encounters. Sometimes there are times that I need to see a pop up when I view an encounter that has been signed. Could you change it back to the rule being activated when you view any encounter, or could you add a rule that is activated when viewing any encounter.
